Manuel Rivera spent much of his career focused on ending homelessness and expanding access to affordable housing. He worked on programs that helped people move off the streets and into permanent homes. But his goals were never limited to real estate.

New York’s housing crisis is long-standing. As of 2023, the city’s Department of Homeless Services reported over 80,000 people in shelters on a given night. Rivera saw those numbers not as statistics, but as evidence of policy failure—and a call to action.

He pushed for smarter approaches: more affordable units, better support services, and community-driven development. Importantly, he always centered the voices of people directly impacted by the systems in place.

Rivera’s advocacy has never stayed in one lane. Alongside his housing work, he became a powerful leader in LGBTQ rights—especially for Black and Latino communities.

He served as Chairperson of the NYC Black and Latino LGBTQ Coalition, bringing together organizations across the five boroughs. The goal: unify efforts, amplify impact, and make equity more than a buzzword.

Today, Rivera continues that work through GMHC (Gay Men’s Health Crisis), where he sits on the Board of Directors and serves as Chair of the Consumer Advisory Board. He helps shape programming based on real community needs.
